The City of Bath is seeking qualified contractors to complete the Front and Elm Street Streetscape Project. This project will reconstruct the downtown corridor between Front Street, Summer Street, and Elm Street. The project includes roadway and sidewalk reconstruction, drainage improvements, and installation of streetscape elements such as plantings, lighting, and pedestrian amenities.

Work will improve accessibility, safety, and the overall pedestrian experience while maintaining access to downtown businesses throughout construction. The project also includes utility coordination, traffic management, and ADA-compliant pedestrian accommodations during all phases of work.

Construction is anticipated to be completed by May 27, 2027, and supports the City’s broader efforts to enhance downtown infrastructure, improve walkability, and strengthen the economic vitality of the area.

Sealed Bids addressed to City of Bath, Public Works, 55 Front Street, Bath, Maine, 04530 and endorsed on the wrapper “Bids for Front and Elm Street Streetscape” will be received from contractors at the City Clerk Office, 55 Front Street, Bath, Maine, 04530 (TBD), until 2:00 o’clock P.M (prevailing time) on May 14, 2026 and at that time and place, opened and read. Bids will be accepted from pre-selected bidders.

Should bid amendments become necessary they will be distributed by email to Contractors on the Plan Holders List. For Project-specific information email all questions to Jacob Dodge, jdodge@cityofbathmaine.gov and Chris Wallace, cwallace@cityofbathmaine.gov. The Project name should be in the subject line. Questions received after 12:00 noon of Friday prior to bid date will not be answered. Bidders shall not contact any other staff for clarification of Contract
provisions, and City of Bath, Maine will not be responsible for any interpretations so obtained. Bid Documents, plans, specifications and bid forms will be available for download on the City’s website at www.cityofbathmaine.gov/RFPsandBids at no cost by email.

Each Bid must be made upon blank forms provided by City of Bath, Maine. A Contract Performance Surety Bond and a Contract Payment Surety Bond, each in the amount of 100 percent of the Contract price, will be required of the successful Bidder. A USB flash drive with a PDF copy of all bid materials submitted by the Contractor shall also be included in the sealed bid.

This Contract is subject to all applicable State Laws.

All work shall be governed by State of Maine, Department of Transportation, Standard Specifications, March 2020 Edition.

Within these Bid Documents, all references to MaineDOT or the Department which refer to responsibilities or authorizations shall be read as “the City”. All references to MaineDOT or the Department which refer to Specifications or Standards shall be read as written.
