ADU Boost Pilot Program

Bath homeowners interested in building an accessory dwelling unit, also known as an ADU, may be eligible for a $10,000 incentive grant through the ADU Boost Pilot Program.

About the ADU Boost Pilot Program

With funding from the State of Maine, Midcoast Council of Governments is offering ADU Boost in three pilot communities: Bath, Brunswick, and Rockland. The $10,000 incentive grants are intended to encourage homeowners to build ADUs and help address the region’s rental housing needs.

The program has been simplified since it was first announced to make it available to more homeowners and to homeowners who may prefer different types of ADU financing, depending on their individual circumstances. As a pilot program, ADU Boost is testing options for encouraging ADU development.

Incentive grant funds are limited and will be awarded on a first-come, first-served basis.

Program Options

There are two options for Bath homeowners interested in the $10,000 incentive grant.

Home Equity Loan Option

Eligible households may finance their ADU with help from a home equity loan from any lender. The $10,000 incentive grant is payable by Midcoast Council of Governments after a Certificate of Occupancy for the new unit is obtained from the City of Bath Code Enforcement Office. Some restrictions apply.

Construction Loan Option

Eligible households may finance their ADU with help from a construction loan of $50,000 or more through Bangor Savings Bank and must meet Bangor Savings Bank’s financing criteria. The $10,000 incentive grant is paid at the time of loan closing.

Program Requirements

  • The borrower must agree not to use the ADU as a short-term rental during the term of the loan.
  • There are no household income limits for this program.
  • Homeowners of any income may apply.
  • Some restrictions apply depending on the financing option selected.
