The Planning & Development Department helps shape Bath’s future by guiding how land is used and developed. The team supports residents, property owners, and developers through the Planning Board process and ensures that projects reflect community goals. Staff gather and analyze local data to help the City make informed decisions that keep Bath vibrant, sustainable, and welcoming. Together with the City’s Sustainability & Environment, Economic & Community Development, and Code Enforcement divisions, the department works to balance growth, services, and environmental stewardship.

The Planning & Development Department leads the creation of citywide plans, reports, and studies that guide Bath’s growth and long-term vision. The department’s primary framework is the 2023 Comprehensive Plan, built around four big ideas: Keep Bath welcoming, diverse, and livable; Support Downtown Bath as a destination; Reinvest in legacy assets; and Make Bath climate resilient. These principles help ensure that Bath continues to thrive as a connected, sustainable community.

The Planning Board reviews development projects to ensure they meet Bath’s Land Use Code and community goals. This section includes applications and fees for site plans, subdivisions, land use amendments, contract rezoning, and historic district approvals. Early coordination with staff helps streamline the process and avoid delays.
