The City of Bath is seeking proposals from qualified, experienced architectural firms to prepare design and construction documents, bid phase services and perform construction administration in conjunction with the construction of a new Fire Station Headquarters. The City has identified a site and is currently under contract for demolition of the existing structure and preparation of the site. This project is expected to take place over 24 months utilizing Construction Management at Risk delivery method in conjunction with Owner’s Project Management services. Proposals will be received at the office of the City Manager, City Hall 55 Front Street, Bath, ME until May 29, 2024, at 11:00AM, and at that time and place opened and recorded.

This solicitation is being conducted in accordance with state and municipal laws and policies. Any resulting contract will be strictly awarded in accordance with the requirements of this solicitation and the instructions contained herein. A quality-based selection process will be used to select the Designer. The City reserves the right to negotiate a final scope and fee with the chosen firm. The selected firm may be retained through other project phases as deemed appropriate pending additional funding authorization, without solicitation for up to 18 months.

A briefing session will be held at the Project Site located at 826 High St. Bath ME on May 16, 2024, at 10:00AM. A tour of the existing facility will take place at that time.

Proposers shall examine all information and materials contained in and with this solicitation. Failure to do so shall be at the proposer’s risk. The City reserves the right without prejudice to waive any informalities or irregularities in the proposals received, or to reject any and all proposals, wholly or in part.

Sen. Collins includes $1.75 million in federal funding for new Bath fire station (pressherald.com)

Sen. Susan Collins last week announced she included $1.75 million for Bath’s new fire station in a federal spending bill.

The money was part of nearly $14 million in funding Collins included in the Agriculture and Rural Development appropriations bill to help pay for seven new fire stations and emergency service facilities across Maine. Collins is vice chairperson of the Senate Appropriations Committee, which approved the bill on June 22. The full Senate and House of Representatives will soon consider the bill.

Recognizing severe illness in infants and children is a high-stakes skill that takes continued practice, but maintaining this life-saving skill can be challenging for EMS clinicians since children only account for a small percentage of emergency calls. Maine EMS is working to address this education gap through virtual reality training, and Bath Fire & Rescue will be among the first departments to pilot the program. 

Training revolves around Maine EMS’s grant funded virtual reality headsets that provide true-to-life pediatric assessment scenarios. Participants are transported into a virtual reality scenario that mimics a real-life emergency where EMS clinicians and hospital providers must assess a diverse group of infants or children, properly assess the findings, and use voice commands to initiate care.

“Pediatric patients represent some of our most fragile population” said Marc Minkler, Maine EMS for Children Program Manager. “Using virtual reality allows EMS and hospital providers across the State of Maine to improve their decision-making process and treatment. We can simulate the appearance, environment and the stress of a sick child in a way never undertaken before, all to improve the ability of Emergency Services to care for child in an emergency.”

Captain Ashley Moody of the Bath Fire & Rescue Department has already completed training on the headsets. She said she was impressed by the program’s design, which incorporates realistic distractions (like non-patient children crying) and smart testing (scenarios which target areas for improvement) to create the best learning environment possible.

Moody and Chief Lawrence Renaud accompanied emergency providers from other pilot facilities (Wells EMS, the Rockland Fire & EMS Department and York Hospital) at Wells EMS on Tuesday, June 13, 2021, to talk about the program and provide virtual reality demonstrations with real-time simulation for reporters and photographers.

“We’re excited to start our providers on this training,” Moody said. “It’s a great way to boost and maintain our pediatric emergency preparedness in a controlled setting.”
